이번 공모전은 시민들이 행복할 수 있는 dreams or utopia로 색다른 곳, 새로운 방법으로 창의적인 아이디어를 표현하는 것을 목표로 한다. 참가자들은 자신들이 생각한 개념을 그림, 사진, 글 등으로 표현해야 하며, 작성은 영문으로 해야 한다.
