개요

서울에 위치한 프랑스대사관의 서비스 시설을 하나의 부지 안에 통합하는 과정 중 하나로 주한 프랑스문화원이 문화·어학센터 신축을 위한 설계를 공모합니다. 공모에 당선된 분은 본격적인 현상설계에 참여할 자격이 주어집니다. 해당 건축물은 주한 프랑스대사관 부지 내 지정된 필지 위에 세워질 예정입니다. 기본 설계 방향은 이 건축물을 대사관 내 기존 환경·시설과 잘 어울리도록 하고 대사관 부지의 자연 친화적 외양을 유지하면서 부지를 전반적으로 개선하도록 설계하는 것입니다.

Summary

As part of the ongoing consolidation of French State services in Seoul onto a single site, the French Institute of South Korea is launching a pre-selection process for candidates who will be admitted to compete for the design contract for the construction of the cultural and linguistic center of the French Institute of South Korea. The construction will take place on the site of the French Embassy in the Republic of Korea on a dedicated plot. Designers must ensure that the architecture of this construction integrates with the existing site and enhances the overall area while preserving the site’s image as a green and natural enclave.

The deadline for the submission of applications is set for Sunday, April 13, 2025, at 23:59 (Seoul time).

1. 프로젝트 기술

주한 프랑스대사관 부지 내 730m² 면적의 땅이 유휴 상태에 있습니다. 이 필지는 주한 프랑스대사관 외교원(diplomatic campus) 출입구로 이어지는 차도에 면하며, 대사관 부지 내 건축물들로부터 외따로 떨어진 곳에 위치합니다.

해당 필지가 문화 공간과 어학센터를 통합한 건축물을 시공하기에 적합한지 여부를, 한국 법규정을 검토한 후, 기술적으로 평가한 결과 적합하다는 결론이 내려졌습니다.

이 제안된 프로젝트는 연면적 약 800m²의 건축물로 다음 공간이 포함됩니다.

- 200m² — 8개 강의실

- 100m² — 4개 사무실 및 행정관리실

- 230m² — 문화 및 다목적 공간(카페, 영사실 등)

- 300m² — 기계/기술 및 통로 공간

모든 강의실과 사무실에 자연채광을 제공하는 것이 권장됩니다.

이 건축물은 반드시 자체 출입구를 갖추어야 하며 나머지 외교원 시설과 분리되어야 합니다.

이 프로젝트에 약 30억 원의 공사비(세금 제외)가 예비 산정되었습니다.

설계용역 과업 범위는 디자인 스터디는 물론, 공사감리까지 모든 설계 관련 업무를 포함합니다.

이 프로젝트는 반드시 한국의 법규정에 대한 이해에 기반하여 수행되어야 하고 준거 법규정을 준수해야 합니다. 단, 프랑스 또는 유럽의 표준 및 규정과 비교 검토하는 것이 요구됩니다.  

1. Project Description

On the grounds of the French Embassy in the Republic of Korea, a 730 m² plot is currently underutilized. It is located along the road leading to the entrance of the diplomatic campus and away from other buildings on the site.

A study on the use of this plot for the construction of a building for the French Institute of South Korea, incorporating its language center and cultural spaces, confirmed, after local regulatory checks, that the plot is suitable for construction.

The proposed project involves the construction of a building of approximately 800 m², which will include:

200 m² for eight classrooms

100 m² for four offices and administrative spaces

230 m² for cultural and multi-purpose spaces (café, projection room, etc.)

300 m² for technical and circulation spaces

It is expected that all classrooms and offices will benefit from natural light.

The building must have its own entrance and be completely separate from the rest of the diplomatic campus.

The estimated cost of the work is three billion won excluding tax.

The design mission will be comprehensive and will include the supervision of the work as well as the execution studies.

The project must consider the local regulatory context and comply with Korean regulations. However, a comparison with French or European standards and regulations will be necessary.

2. 선정 기준

공모 심사는 다음과 같이 두 단계에 걸쳐 진행됩니다.

- 1 단계: 현상설계 참가자 선정을 위한 공모 및 심사(이 공고문에 해당)

- 2 단계: 현상설계 참가자 심사 및 우승자 선정(추후 2차 공고문 게시 예정)

참가자는 다음과 같은 서류·자료를 제출해야 하며, 1단계 공모 심사는 이 서류·자료를 가지고 진행됩니다.

- 기술 자료

상기 서류 및 자료 중 어느 하나라도 누락된다면 참가 신청 거절 사유가 될 수 있습니다. 잉여 저작물 또는 포트폴리오가 제출된 경우 심사위원이 심사할 자료에서 삭제됩니다.

1단계 공모 당선자 선정 기준은 아래와 같습니다.

- 신청 요건 충족

- 팀 구성

- 기술적·전문가 역량(포트폴리오, 과거 유사 프로젝트, 건축 설계 퀄리티, 높은 수준의 환경적 퀄리티, 지속가능한 개발, 엔지니어링·시공·조경 경제성)

- 한국에서 프로젝트를 성공적으로 수행할 수 있는 능력

- 재정 능력 

2. Selection Criteria for Participants

This consultation is divided into two phases:

Phase 1– Preselection of candidates admitted to compete (subject of this notice);

Phase 2– Consultation of candidates and designation of the winner (which will be the subject of a second notice published at a later date).

Candidates must submit a complete application file based on which they will be evaluated, including two sub-files:

Administrative file,

Technical file.

The absence of any of the documents listed above may constitute grounds for rejection of the application. Any additional publication or reference included in the file will be removed from the file presented to the selection jury.

Applications will be selected based on the following criteria:

Compliance of the application,

Composition and organization of the team,

Technical and professional capacity (references, similar past projects, quality of architectural design, high environmental quality, sustainable development, engineering, construction and landscape economy),

Ability to successfully carry out a project located in South Korea,

Financial capacity.

3. 참가 규칙

이 공모·현상설계에 참가하기 위해서는 다음과 같이 다양한 분야 설계 전문가들로 팀을 구성해야 합니다.

-1명 또는 복수의 건축가

-프랑스 건축사등록원에 등록된 건축가(또는 프랑스 외 국가에서 동등한 자격을 가진 건축가)로 프랑스 및 유럽 표준과 규정에 대한 지식이 있어야 함.

-한국에서 건축 설계 사업을 행하고 건축허가를 신청할 수 있는 자격이 있어야 하며 프로젝트 관리 기술을 보유해야 함.

-공학 설계 전문가 그룹 또는 사무소로 한국 법규정에 익숙해야하며 최소한 다음 전문 역량을 갖추어야 함.

-구조 설계

-열유동 설계(thermal and fluid engineering)

-음향설계

-전기 엔지니어링(고·저압)

-토목 및 옹벽 구조물

-폐수처리 및 하수처리장

-시공타당성

-지속가능한 개발 및 환경 전문가(필요시 한국 녹색건축인증 신청 자료를 작성할 수 있어야 함.)

*건축주의 노트:　참가자는 서울 건축허가 절차의 복잡성에 대해 주의할 필요가 있음. 따라서 참가 팀 중에 한국 현지에 있는 인원의 역할이 매우 중요함. 이들의 역할이 파일을 현지 당국에 전송하는 것에 그쳐서는 안 됨. 한국 현지에 있는 건축가는 반드시 한국에서 충분한 건축 및 기술적 검토를 수행해야 하며, 공사가 제대로 진행되도록 감독해야 함.

3. Participation Rules

The tender is reserved for multidisciplinary design teams that must include:

An architect or a group of architects:

Registered with the French Order of Architects (or equivalent for architects not established in France) and knowledgeable about French and European standards and regulations;

Authorized to practice as an architect and to submit a building permit in South Korea, also possessing skills in project supervision.

A technical design office or group of technical design offices familiar with Korean regulations and possessing at least the following competencies:

Structure engineering,

Thermal and fluid engineering,

Acoustics,

Electrical engineering (high and low voltage),

Civil engineering and retaining structures,

Wastewater treatment and sewage treatment plants,

Safety and security,

Construction economics,

Sustainable development, environmental expertise (capable of preparing a KGBC certification file if necessary).

The client draws the candidates’ attention to the complexity of building permit procedures in Seoul. Therefore, the local component of the team must play an important role that cannot be limited to merely transmitting the file to local authorities. The local architect must be able to locally ensure a significant part of the architectural and technical studies, as well as supervise the execution of the work.

4. 공모 절차

1개 이상의 상금

1단계 공모에 당선되어 2단계 현상설계에 작품을 제출할 수 있는 자격이 부여된 각 참가팀에게 보상금이 지급됩니다. 단, 선정된 참가자의 답변 내용이 프로그램 및 현상설계 지침에 부합해야 합니다.

설계용역계약금은 현상설계 우승 시 지급된 상금을 감안하여 결정됩니다.

-현상설계 우승 후 계약 성사 여부:현성살계 우승팀 또는 복수의 우승팀 중 한 팀에게 설계용역계약이 수여됩니다.

4. Procedure

Type of competition: Restricted

Expected number of participants: 3 to 5

Project evaluation criteria: The criteria will be indicated in the competition rules, which will be provided to the selected candidates.

Deadline for receipt of projects or requests to participate: Sunday, April 13, 2025, at 11:59 PM (Seoul time)

Languages for projects or applications: English, French

Rewards and jury:

Will one or more prizes be awarded? Yes.

A compensation will be given to each candidate selected to submit a project, provided their response complies with the program and competition rules.

The remuneration for the design contract will take into account the prize received by the winning team for their participation in the competition.

Contracts following the competition: Yes. 

The winner or one of the winners of the competition will be awarded the service contracts following the competition.

5. 1단계 공모 신청 시 제출해야 하는 서류·자료

1단계 공모 심사는 참가자가 제출한 서류·자료만 가지고 진행되므로 참가자는 반드시 다음 서류·자료를 모두 구비하여 제출해야 합니다.

가. 구비서류

공모 운영자가 제공한 양식 또는 이와 대등한 형식으로 참가자가 직접 작성한 양식에 다음 내용를 기재해야 합니다:

신청서한(letter of application)과 팀 구성원에 대한 정보. 이 문서에 날짜를 기입하고 팀 대표 또는 팀 구성원 모두가 서명날인해야 합니다.

나. 기술자료

참가자는 공모 운영자가 제공한 양식 또는 이와 대등한 형식으로 참가자가 직접 작성한 양식에 다음 정보를 기재해야 합니다:

- 참가 팀의 이 프로젝트를 수행하고자 하는 동기를 서술한 서한(motivation letter, A4 양면 한 장 분량)

팀 각 구성원의,

-기술능력 발표자료

-지난 회계연도 3년에 걸쳐 달성한 거래액(turnover)(회사 회계감사가 검증한 2023 회계연도 대차대조표와 해당연도 12월 31일 당시 재무상황)

-참가 팀 구성원의 인적·물적 자원을 설명하기 위한, 프로젝트 매니저 및 팀 참가자의 이력서(CV). 이 이력서에 교육·훈련 및 경력 기간을 기재해야 함(학위 및 훈련 이수증이 반드시 첨부되어야 함).

-자격증 그리고 전문가 자격 등록원 등록증

-유효한 보험가입증서

팀 전체의,

-공모에 신청함을 뚜렷이 나타내고 다음과 같은 내용을 기재한 신청서(A4 사이즈, 최대 4장 분량)

(1)이력서를 제출한 구성원이 모두 포함된 팀 조직도

(2)이 공모 건축물의 에너지 효율성과 환경적 퀄리티에 대한 종합적인 접근 방법과 비용에 대한 세계적인 접근 방법

-다음을 포함한 포트폴리오(A4 사이즈 가로방향 15장 분량)

(1)표지―팀 전체 구성을 표시해야 하며, 구성원 일부가 함께 수행한 프로젝트로 설명하는 것도 가능함(1페이지)

(2)참가 팀에 대한 개요 및 조직도―구성, 학위, 기술능력, 업무분담, 인적 자우너(1페이지)

(3)지난 5년에 걸쳐 수행한 프로젝트를 추려서 작성한 팀 포트폴리오―다음 순서로 구성되어야 함: 건축(총괄, 공동계약자) 포트폴리오(A4 8페이지); 엔지니어링 사무소 및 컨설턴트 포트폴리오(3페이지); 환경 전문가 포트폴리오(2페이지)

각 포트폴리오에는 다음 내용이 기재된 표제란을, 가급적 문서 상단에, 넣어야 합니다.

-사업 명

-프로그램 및 위치 특성

-계약 당국의 명칭(예: 조달청)

-연락담당자와 연락처

-설계 팀(기술능력 포함)

-순바닥면적

-세금 제외 공사비와 기산일

-프로젝트의 환경적 주요 요소

-환경과 관련하여 획득한 인증

-완수된 실질적인 목표

-인도일 또는 진행상황(연구 또는 건축물) 

5. Content of the Application File

Candidates must submit a complete application file on the basis of which they will be judged, including the following two sub-files:

A. Administrative file:

Information to be provided on the forms supplied or an equivalent proposed by the candidate:

Letter of application and Identification of group members dated, stamped, and signed by the sole candidate or by the representative of the group, or by each member of the group

B. Technical file:

Candidates will submit each of the following elements:

A motivation letter from the team for the project (1 A4 double-sided);

For each member of the group:

A presentation of their skills,

Their turnover achieved during the last three available fiscal years (balance sheets and financial situation as of 12/31 certified by the company’s accountant for the 2023 fiscal year),

Human and material resources of the team members, with the CVs of the main project managers and participants, specifying their training and durations (diplomas and training certificates must be attached),

Certificates of qualification and registration with the professional order or register

Valid insurance certificates.

For the entire team:

A note limited to 4 pages maximum, in A4 format, explicitly presenting the application and providing information on the following points:

The team’s organizational chart, including the participants whose CVs are provided in the individual file,

Integrated consideration of energy performance, environmental quality of the building, and the global cost approach.

A reference book of 15 pages in landscape A4 format which will include:

A cover page: with the composition of the entire team, which may be illustrated with a common project of some team members (1 page);

A summary sheet, type organization chart, presenting the candidate or the candidate team: composition, diplomas, skills, task distribution, human resources (1 page);

A selection of the team’s references from the past 5 years, presented in the following order: architecture (lead, co-contractor): 8 A4 pages, engineering offices and consultants: 3 pages, environmental competence: 2 pages.

For each reference, the following information will be specified in a box preferably located at the top of the document:

The name of the operation,

The nature of the program and its location,

The name of the contracting authority,

The contact person and their phone number,

The design team (including technical skills),

The net floor area (SHON),

The cost excluding tax of the work and its value date,

The main environmental components of the project,

Any environmental certifications or labels obtained,

The actual mission carried out,

The year of delivery or the state of progress (studies or work).
