행정중심복합도시건설청(이하 “행복청”)과 한국토지주택공사(이하 “LH’)는 행정중심복합도시국가상징구역을 대한민국을 대표하는 공간으로서 대한민국 국격을 상징하고 국가가 지향하는 미래가치를 담아낼 수 있는 공간으로 구현하기 위하여 「행정중심복합도시 국가상징구역 마스터플랜 국제공모」를 다음과 같이 시행합니다.

1. 공모 개요

1.1 공모명 : 행정중심복합도시 국가상징구역 마스터플랜 국제공모

1.2 사업개요 :

1.3 공모방식 : 국내외 전문가를 대상으로 하는 일반 설계공모

2. 참가 자격

2.1 국내외 건축, 도시계획, 조경 등 관련 분야 전문가는 자유롭게 참여할 수 있다.참가 등록일 기준으로 아래 자격을 모두 만족하는 경우에는 단독응모가 가능하며, 그렇지 않을 경우에는 자격을 갖춘 자와 공동응모하여야 한다.

① 「건설기술진흥법」 제26조에 따라 건설엔지니어링업으로 등록한 자로서 「엔지니어링산업진흥법」에 따라 건설부문(도시계획)으로 신고한 엔지니어링사업자 또는 「기술사법」에따라 건설(도시계획) 분야의 기술사사무소를 개설한 자

② 「건축사법」 제23조에 따라 건축사사무소로 등록된 자

2.2 공동응모 시 구성은 4개사 이하로 하며, 이 중 1개사를 공모대표자로 지정해야 한다. 모든 공동참가자는 지분율을 최소 10% 이상 보유하여야 한다.

2.3 공모대표자는 2.1의 ①의 자격을 갖춘 자로 최대 지분을 가져야 하며, 본 공모와 관련하여 발생되는 모든 의무사항과 법적 권리 및 책임은 공모대표자에게 귀속된다.

3. 공모 일정

※ 본 일정은 대한민국 표준시(GMT+9) 기준으로 발주기관 사정에 따라 공모 일정은 변경될 수있으며, 변경 시 홈페이지 공고 예정

4. 심사 방식

4.1 전문위원회를 구성하여 접수된 작품을 대상으로 본심사 전 기술심사를 진행한다. 기술심사에서는 제출작품이 공모 규정 및 지침, 관련 법규 등에 부합하게 작성되었는지여부를 검토한다.

4.2 심사위원회는 공모 관련분야 전문가로 심사위원(7인 이내)과 예비심사위원(2인)으로 구성하며, 본심사(1차, 2차)를 진행한다.

4.3 심사는 1차 심사(채점제)와 2차 심사(투표제)가 결합된 혼합 방식으로 진행하는 것을원칙으로 하며, 1차 심사에 앞서 심사위원회는 심사 방식에 대해 최종 확정 후진행한다.

4.4 심사과정에 국민 의견이 반영될 수 있도록 작품접수 후 국민참여투표를 실시하여국민이 선호하는 계획안을 직접 투표로 선정하고 그 결과를 1차 심사에 반영한다.

5. 수상작 선정

5.1 당선작(1개)과 기타 입상작(4개 이내)을 수상작으로 선정하며, 보상은 다음과 같다.

- 당선작(1작품) : 국가상징구역 마스터플랜 구체화 용역권(10억원)

- 기타 입상작(4개 작품 이내) :

5.2 해당 공모의 목적과 내용에 적합한 당선작 또는 기타 입상작이 없다고 심사위원회에서 결정한 경우 당선작 없이 기타 입상작만을 선정하거나 입상작의 수를 조정할 수 있다.

6. 기타 사항

6.1 참가 등록, 공모안 제출요령, 계획기준, 심사 방법, 서식 등 세부사항은 별도 첨부된 ‘공모지침서’를 참고한다.

6.2 공모기간 중 추가로 배포할 자료나 제공할 정보가 있을 경우에는 공모 홈페이지에 게재할 예정이므로, 공모 참가자는 수시로 확인하여야 하며, 이를 열람하지 못함에따른모든 책임은 참가자에게 있다.

International Master Plan Competition

for the National Symbolic District

in Sejong Administrative City

The National Agency for Administrative City Construction (NAACC) and the Korea Land and Housing Corporation (LH) hereby announce the International Master Plan Competition for the National Symbolic District in Sejong Administrative City to realize the National Symbolic District as a representative space of the Republic of Korea, embodying the dignity of the nation and embracing the future values it pursues.

1. Competition Overview

1.1 Title: International Master Plan Competition for the National Symbolic District in Sejong Administrative City

1.2 Project Summary:

1.3 Type of Competition: An open international design competition for professionals in architecture, urban planning, and related fields

2. Eligibility

2.1 Professionals in the fields of architecture, urban planning, landscape architecture, etc., from both Korea and abroad may participate without restriction. Individual applications are allowed only if all the following conditions are met as of the registration date; otherwise, applicants must form a consortium including a qualified entity.

① Must be registered under the Construction Technology Promotion Act and reported as an engineering firm in the field of urban planning pursuant to the Engineering Industry Promotion Act, or must have established a technical office in the urban planning field pursuant to the Professional Engineers Act

② Must be registered as an architectural firm pursuant to Article 23 of the Certified Architects Act of Korea

2.2 In the case of joint applications, the consortium shall consist of no more than four entities, with one designated as the representative. Each participating entity must hold at least 10% equity.

2.3 The representative entity must meet condition ① in section 2.1 and hold the largest equity share. All obligations, legal rights, and responsibilities related to the competition shall be attributed to the representative.

3. Schedule

※ All dates are based on Korea Standard Time (GMT+9). The schedule is subject to change by the organizers. Any changes will be announced on the official website.

4. Evaluation Procedure

4.1 A Technical Review Committee will verify whether submitted proposals comply with the competition guidelines, regulations, and relevant laws before the main evaluation process.

4.2 The Jury Committee will consist of experts in relevant fields, including up to seven jurors and two alternate jurors, to conduct the main evaluations. (First and Final Jury Reviews)

4.3 The evaluation shall, in principle, be conducted through a combined method consisting of the First Jury Review (scoring system) and the Final Jury Review (voting system). Prior to the First Jury Review, the Jury Committee shall finalize and confirm the evaluation method before proceeding.

4.4 A public preference survey will be conducted after the submission deadline to reflect public opinion in the First Jury Review.

5. Selection of Winners

5.1 One winning entry and up to four honorable mentions will be selected and awarded as follows:

Winner (1 entry): The right to provide design development services for the master plan of the National Symbolic District.

Honorable Mentions (up to 4 entries):

5.2 If the jury determines that no entry is suitable as a winner or honorable mention in accordance with the purpose and scope of the competition, the jury may choose not to award a winner or may adjust the number of honorable mentions.

6. Additional Information

6.1 For details on registration, submission procedures, design criteria, evaluation methods, and required forms, refer to the separate Design Competition Guidelines.

6.2 Any additional materials or information released during the competition period will be posted on the official website. It is the responsibility of all participants to check the website regularly. The organizer bears no responsibility for any disadvantages resulting from failure to do so.
